Per Press Release:

Newton County Sheriff Glenn Wheeler said a man from the Parthenon area was arrested on Monday following an incident that occurred at the Little Buffalo River.

Wheeler said 59 year old Troy Gene Carter saw an underage female that he recognized sunbathing by the river. Carter made small talk, but then the female thought he had left the area and resumed sunbathing. The female was then startled when Carter, who had snuck back over to her, moved her swimsuit aside and touched her inappropriately and told her other things he wanted to do to her.

Carter was brought to the Newton County Sheriff’s Office where he confessed to the allegations. He was placed under arrest for Criminal Attempt to commit Rape, a Class A Felony and Sexual Assault in the 2nd Degree, a Class B Felony. Carter is being held in the Newton County Jail pending an initial appearance before a judge.

“The victim had known Mr. Carter since she was a young girl and had watched her grow up, which makes this even more disturbing,” Sheriff Wheeler said.
