Couple Arrested for Rape out of Carroll County

HOLIDAY ISLAND, Ark. – The Carroll County Sheriff’s Office releases information about the arrest of two people for rape charges on April 6th.

A 15-year-old is alleged to have been raped by 35-year-old Travis Hagar from Lake City, Arkansas in July of last year. Twenty-six-year-old Katherine Neisler, also from Lake City, is also implicated in the alleged crime.

The report says the victim was babysitting the couple’s three children at a home in Holiday Island.

The original complaint came in through the Arkansas State Police Crimes Against Children Division, and the teen was interviewed at Grandma’s House Children’s Advocacy Center.

Hagar has been charged with rape and endangering the welfare of a minor and so has Neilser.

Judge Dale Ramsey found sufficient probable cause to order Hagar to appear on charges of Rape and Endangering the Welfare of a Minor and set his bond at 300-thousand dollars. He is being held at the Carroll County Detention Center.

Neisler postponed her first judicial hearing. She’s also at the Carroll County Detention Center, with no bond set, pending her first judicial hearing.
